line to Blackhead's Point; (see plan); and the acquisition of a strip of land on the North
side of Salisbury Road for Sidings.
3.
I forthwith opened negotiations
with the owners of the Lots in question (34, 81 and 210)
for their acquisition together with the substantial wharf
in front of them, and the buildings upon them, and I have
now the honour to report that they have been purchased on
the following terms:-
The sum of $615,000 to be paid before Jan-
-uary 21st., 1908, and the surrender of the property
to be made as follows:- Kowloon Inland Lot 210 and
a portion of Kowloon Inland Lot 81 not later than
30th. June, 1908, The remainder of Kowloon Inland Lot
81 not later than 31st. December, 1908. Kowloon Inland
projecting
Lot 34 and the Wharf propertý from it not later than
31st. March, 1909.
These dates were fixed to suit the requirements of the
Chief Resident Engineer. These terms were the result of
protracted negotiations and may be regarded as satisfactory,
the Director of Public Works' original estimate having been
$612,000. The amount was included in the Estimates for
the
Construction for 1908, and under\consideration of the Legislative,
(Council as described in my Despatch of even date.

The grounds upon which Sir
Matthew Nathan urged the acquisition of these Lots, and
upon which the Consulting Engineers concurred in his
proposal
